It feels a bit like the devs might think that, because there are already campaigns for the three Chinese civs, Wei, Shu, and Wu, there is no need to make a campaign for the Chinese civ itself. Perhaps they think that since the Danes, Saxons, and Varangians now have campaigns, that effectively means the Vikings already have one too. But I completely disagree with that idea.
